A Picture The Homeless study showed that there were enough vacant properties in Manhattan alone to house every homeless household in all five boroughs of the city. This program will link the Department of Housing and Urban Development with community members, artists, and homeless advocates to turn abandoned property into shelters for the homeless in a quick, direct, D.I.Y. style – people making their own homes in abandoned structures with Government support.
